Breonna Taylor FamilyBy BILL HUTCHINSON, SABINA GHEBREMEDHIN and STEPHANIE WASH, ABC News(LOUISVILLE, Ky.) — The city of Louisville, Kentucky, has reached a record $12 million settlement with the family of Breonna Taylor, the emergency medical technician shot to death by police in her own home.The settlement was announced by city officials and Taylor’s family on Tuesday afternoon and includes a major police reform package.Louisville Mayor Greg Fischer began the news conference by saying Taylor’s death 186 days ago “ignited a movement in Louisville and the nation for racial justice.” Speaking directly to Taylor’s mother, Tamika Palmer, Fischer said, “I cannot begin to imagine Ms. Palmer’s pain and I’m deeply, deeply sorry for Breonna’s death.”Fischer said that in addition to the monetary settlement, the largest in a police use-of-force case in Louisville history, the city will implement a series of police department reforms “to prevent a tragedy like this from ever happening again.”Among the reforms will be building stronger connections between police and the communities police officers serve by establishing a housing credit program to incentivize officers to live in certain low-income census tracts in the city. Officers will also be encouraged to volunteer two hours every two-week pay period in the communities they serve.The mayor said a program would be established to include social workers in the Louisville Police Department “so they can provide assistance on certain police runs where their presence can be helpful.”He said the reforms also call for more transparency and accountability for police officers, including an overhaul of how search warrants are obtained. He said the police department will now require a commanding officer to review and approve all search warrants and affidavits supporting them before an officer seeks judicial approval of them.Random drug testing of officers will be increased and the city will negotiate with the police union in 2021 to expand on the disciplinary records that can be maintained in an officer’s personnel file. The city will also institute an “early warning system” to track all use-of-force incidents and citizen complaints.Lonita Baker, an attorney for the Taylor family, said a settlement was “non-negotiable without significant police reform.”“Justice for Breonna is multilayered. What we were able to accomplish today through the civil settlement against the officers is tremendous, but it’s only a portion of a single layer,” Baker said.An emotional Palmer added that the fight for justice for her daughter does not stop with the settlement.”As significant as today is, it’s only the beginning of getting full justice for Breonna,” Palmer said. ”We must not lose focus on what the real job is. And with that being said, it’s time to move forward with the criminal charges because she deserves that and much more. Her beautiful spirit and personality is working with all of us on the ground, so please continue to say her name.”Baker said the Taylor family will continue to put pressure on State Attorney General Daniel Cameron “to present a fair case to the grand jury.”“We have faith that an indictment is coming from the grand jury,” Baker said.Cameron released a statement this week saying the investigation was still ongoing.Civil rights attorney Benjamin Crump, who is also representing the Taylor family, said the financial settlement is the “largest amount ever paid out for a Black woman in a wrongful death killed police in America and maybe the largest amount ever paid for a Black person.”The settlement is certainly the largest amount ever paid in a police misconduct case by the city of Louisville, surpassing an $8.5 million settlement the city reached in 2012 with Edwin Chandler, who served nine years in prison for a murder he did not commit.Taylor and her boyfriend, Kenneth Walker, were sleeping inside their Louisville apartment on March 13 when officers with the Louisville Metro Police Department attempted to execute a “no-knock” search warrant. Three plainclothes officers opened Taylor’s front door and “blindly” opened fire into their apartment, according to a wrongful death lawsuit filed in April by Palmer.Taylor, a licensed EMT, was shot at least eight times and died, according to the lawsuit.Taylor was accused of accepting USPS packages for an ex-boyfriend who police were investigating as an alleged drug trafficker, according to the warrant.The police said they knocked several times before using a ram to open the door and were allegedly met with gunfire. Walker said he called 911 before firing one shot from his licensed firearm, hitting one of the officers in the leg.The three officers involved in the shooting, Sgt. Jonathan Mattingly and detectives Brett Hankinson and Myles Cosgrove, were placed on administrative reassignment pending the results of an investigation. Hankison was later fired for his role in the incident.According to his termination letter that was shared with local reporters, Hankison violated procedure when he fired 10 rounds into Taylor’s apartment while executing the warrant.“I have determined you violated Standard Operating Procedure … when your actions displayed an extreme indifference to the value of human life when you wantonly and blindly fired ten rounds into the apartment of Breonna Taylor,” the letter stated.Copyright © 2020, ABC Audio. Experimental data from drainage tests on snow columns may be used to determine the characteristic equation for snow for relatively high water contents. However, the experimental method is not valid when water exists in isolated inclusions in the snow, i.e. in the pendular regime. In this paper a theoretical method is used to derive two independent volume-fraction laws for snow in the pendular regime.

An Iowa D-N-R specialist who is studying mudpuppies on the Mississippi River is also involved in a separate study of the slimy creatures in the Upper Cedar River from the Minnesota state line to the dam in Nashua. Fisheries technician, Kevin Hanson, says this study came about because of the muddpuppy connection as the host for the salamander mussel larva.“We’re working on a joint wildlife grant project with Minnesota — and its because of the rich mussel bed that’s in the Upper Cedar River — and the potential to reintroduce the salamander mussel to that area, because it is really good habitat,” Hanson says. The mudpuppy is Iowa’s largest and only fully aquatic salamander.“You can’t have the salamander mussel without mudpuppies — so they asked me to go over and try to find mudpuppies in the Upper Cedar to see if there would be hosts for salamander mussels in the future,” according to Hanson. He says the mudpuppies can be elusive.“We’ve gotten reports from anglers that they’ve seen them — but we haven’t been able to trap them. So, we really don’t know what the population is like there,” he says. Hanson says mussels are an important part of ecosystems and can help clean the water or let them know if the water is too dirty.“Certain species aren’t as tolerant of polluted or dirty water and so you won’t find those in habitat and water quality that isn’t very good,” Hanson explains. “And to a certain extent, that can be a problem with mudpuppies as well. I think what we see is they need good stable, rocky habitat that doesn’t silt in. If it silts in they don’t survive. So, mudpuppies are also a good indicator of water quality and habitat.” He asks anglers across the state to help out if they see mudpuppies.“If anybody catches them, we always like to hear about places where people see them, because it gives us new areas where we haven’t maybe seen them before,” Hanson says. The project began in 2017 and they hope to extend it to 2021.

It will be a challenge for off-spinner Harbhajan Singh to excel against South Africa in the ongoing Test series that is going to be dominated by batsmen, predicts former Springbok captain Ali Bacher.Bacher, who was here for a World Cricket Summit, said that speedsters of both sides will find it difficult to bowl the other side out twice in the three- Test series, and felt that the present Indian batting line- up is the best one in the country’s history.”If you look at world cricket from a Test match point of view, the top three teams are India, South Africa and England.Australia have lost their dominance, which is good for the health of world cricket.Both India and South Africa are strong in batting, in quality and depth,” Bacher told Mail Today.”I would suggest that India is the strongest batting lineup of all time. There are some formidable players there with great track records. Can the bowlers get these two good teams out twice in a Test match? Unlikely. They are pretty strong and competitive teams and I would suggest that in a three- Test series you may very well be in for a drawn series. I would be very surprised if either team dominates this particular series,” he felt.Bacher, especially admired the depth in Indian batting.”There were times before when South Africa had one or two great batsmen. Similarly, India too had some. When Major League Baseball’s All-Stars take the field Tuesday night in Washington, the Cleveland Indians will be quite well-represented. With starting third baseman Jose Ramirez leading the way, the Tribe has six total players on the American League roster, tied with the Houston Astros for the most in MLB.1Including both original All-Star picks and injury replacements. It’s a fitting honor for this star-powered season in Cleveland: The Indians currently boast four players — Ramirez, Francisco Lindor, Trevor Bauer and Corey Kluber — each on pace to put up at least six wins above replacement,2Averaging together the WAR values found at Baseball-Reference.com and FanGraphs. which, if it holds up (grain of salt), would tie them for the most by any MLB team since 1901.That kind of star performance is nothing new for the Tribe, though. Since the All-Star Game began in 1933, only seven franchises (the Yankees, Cardinals, Red Sox, Dodgers, Reds, Giants and Braves) have sent more total players to the midsummer classic than Cleveland has. And no team’s top players have done more to help their league win during the game itself, especially on the pitching side. The franchise may not have won a World Series since 1948, but it does shine brightly on at least one high-profile stage.I figured all this out by crunching a simplified version of WAR on the stats from each All-Star Game in history. This WAR doesn’t use defensive metrics3Though I did adjust for position. or fancy adjustments for extra bases gained, but it does judge a player’s basic hitting and pitching stats relative to the environment in which they were produced. (For batters, this mainly meant calculating runs above average using weighted on-base average; for pitchers, this involved a 50-50 blend between the value of not allowing earned runs and the value of performance in categories a pitcher directly controls — walks, strikeouts and home runs.)4I also applied an adjustment for the leverage index of a pitcher’s innings, although I ditched WAR’s usual distinction between pitching stats for starters and relievers. In the All-Star Game, most pitchers are used in the manner of a typical reliever — for just an inning or two — even when they start.By all those numbers, here are the franchises who have the best All-Star Game WAR over time, divided by the number of years they’ve existed (through 2017): In terms of value from batters (per season that both the team and the All-Star Game existed), the Indians rank fifth behind the Cardinals, Red Sox, Tigers and Diamondbacks. That’s pretty good, and it comes thanks to players such as third baseman Al Rosen (career 1.247 All-Star OPS, or on-base percentage plus slugging) and catcher Sandy Alomar Jr. (who was named MVP in 1997). But the pitching side is where Cleveland has really distinguished itself, easily ranking No. 1 among all franchises (topping the Dodgers and Reds). That’s largely due to the efforts of 1930s/40s-era Tribe hurlers Mel Harder and Bob Feller, who show up as the top two pitchers in All-Star history according to WAR. In 25⅓ combined All-Star innings over nine appearances, that pair allowed just 1 earned run, good for a miniscule ERA of 0.36.Now, we should note that it’s no coincidence the All-Star Game’s most valuable pitchers played early in the game’s existence. Back then, pitchers like Feller were allowed to log three to four innings at a time, as opposed to today’s trend of letting each pitcher on the roster get about an inning of work apiece. Obviously, it’s easier to rack up big WAR totals if you get to throw more innings — provided you’re effective the way Harder and Feller were.But that isn’t to say no modern players are near the top of the All-Star WAR ranks. Mariano Rivera ranks ninth among pitchers after allowing zero earned runs in nine innings of work, and Randy Johnson ranks 11th. On the hitting side, Derek Jeter enhanced his status as baseball’s biggest star with a 1.184 OPS and the third-most All-Star WAR of any position player.5This is the part where I reiterate that this simple version of WAR doesn’t factor in Jeter’s astonishingly bad defense relative to other shortstops. And Mike Trout is zooming up the list — because of course he is — with a 1.533 OPS and the seventh-most WAR of any hitter, compiled in only five appearances.Speaking of modern entities, at the other end of the All-Star WAR spectrum from the Indians are the Miami Marlins and Colorado Rockies, who look terrible even after adjusting for how comparatively few chances they’ve had to rack up appearances. (Each franchise entered MLB in 1993.) Interestingly, the Astros join them among the teams whose players have done the least in the All-Star Game over the years. Houston has had plenty of top-line talent to represent it, but Jose Altuve and Craig Biggio combined to go 1-for-23 in their All-Star appearances, and Roger Clemens gave up 3 earned runs in two innings as an Astro, to go with a handful of other high-profile flops.The good news for the Astros is that they’ll get a bunch of chances to reverse that trend in Tuesday’s game. At the same time, the Indians will get plenty more opportunities to pad their all-time numbers.
